Which text for which question
Five documents circulate. Each one answers a different question.
- The statutes
They set the party’s name, its purpose, its bodies, who may join and who may be elected to an office. They are published with the internal rules.
- The internal rules
They set the joining fee at 2,000 CFA francs, paid once, and the annual dues. The heads of cells, leagues and federations are elected for five years, renewable once. They are in the same file as the statutes.
- The memorandum
It does not replace the statutes. It states the doctrine, the 2025–2050 programme and the reforms of the country. It does, however, set from 9 June 2024 internal rules that the statutes and the rules must respect. It is online, in full.
- Le Kontinent debout
This is the manifesto of February 2025, in twelve keys. It extends the memorandum. It is not an organisational text: it does not say who chairs a cell.
- The graphic charter
It sets the colours, the emblem and the cards. It can be downloaded. It says nothing of the political project.
The legal frame
MP3 is a political association governed by law no. 90/056 of 19 December 1990, authorised by decision no. 000437/D/MINAT/SG/DAP/SDAAE/SAE of 9 November 2023. It is secular and non-profit. Its mission, written in the memorandum, is to train patriots for a society of social justice and shared prosperity.
The rules already written
The memorandum already sets rules that anyone can understand and check.
- Holding more than one office is forbidden. Each member holds only one administrative function.
- All officials are chosen by vote, according to the internal rules. The party’s election candidates come out of primaries.
- The executives of the base bodies and the primary lists reflect the balance of the sociological components of the base concerned.
In practice: a person is not at once president of a cell and secretary of a league. The head of a federation comes out of a vote of the members concerned, not out of a corridor appointment. The party’s candidate in a municipal, legislative or other election comes out of a primary. That primary’s list, and the executive of the base, reflect the balance of the sociological components of the place: the bureau resembles the population it organises.
The bodies the statutes must provide for
In 2026, the party is to create all of these bodies. The memorandum names six, from the closest to people to the widest.
- The municipal cells.
- The departmental leagues.
- The regional federations.
- The congress.
- The permanent secretariat.
- The national sitting.
